Floodplain vs Floodway: What the Difference Means

A floodplain is land that can flood; a floodway is the channel plus land needed to pass floodwater. Why building rules differ and how maps show each.

Floodplain vs floodway matters because the rules for building and filling are not the same. In FEMA terms, the special flood hazard area (often called the 100-year floodplain) is land that would be inundated by the base flood. The floodway is the stream channel plus the adjacent land needed to discharge that base flood without raising water surface elevations above a set limit. Local ordinances may add their own floodplain overlay on top of FEMA maps.

On a FIRM, floodways are often hatched or labeled inside AE zones along rivers and streams. County GIS viewers sometimes offer separate “floodplain” and “floodway” layers. Permits and practical effects

A shed that is fine in the outer flood fringe might be barred in the floodway. Even fences, fill dirt, and culverts can need floodplain permits. Always ask the local floodplain administrator before you grade near a creek. Map lines on a consumer printout are a start, not a permit.
