Monroe County, Pennsylvania GIS Parcel Map Guide
Monroe County’s GIS Public Access viewer is the free parcel map for Stroudsburg, East Stroudsburg, Mount Pocono, Tobyhanna and the rest of the Poconos.

The Poconos have their own land quirks: private lake communities, vacation-home subdivisions from decades past, state game lands and a national recreation area along the Delaware. The Monroe County GIS Public Access viewer is the free way to see how they fit together.
Monroe County GIS Public Access
The county’s public viewer runs on the myiDV platform. It includes layers for parcels, municipalities, road centerlines and addressable structures, with aerial imagery underneath, and you can print maps in several page sizes. The Assessment Office’s GIS page links it along with a property search map that can buffer a parcel and export maps. Monroe County parcel data is also shared through PASDA, Pennsylvania’s statewide spatial data clearinghouse.
Open it from the Monroe County, Pennsylvania, entry in our directory, or find the Poconos on our U.S. county map.
Search by PIN, address or owner
Monroe County’s PIN begins with a two-digit municipality code. For example, Stroud Township is 17 and Stroudsburg Borough is 18. The rest of the number locates the parcel on the county’s maps.
- Community association lots in lake developments may have addresses that do not show on web basemaps. Search the PIN.
- The municipality code tells you right away which township or borough to call about zoning and permits.
How to find property lines in Monroe County
- Open the parcel record and write down the deed reference and any subdivision plan.
- Get the recorded deed and subdivision plan from the Monroe County Recorder of Deeds.
- Look for iron pins or concrete monuments. In wooded Pocono lots, corners can be buried in leaf litter.
- Hire a Pennsylvania professional land surveyor for fences, additions, or disagreements.
PASDA and the property search map
Two extra resources help power users. Pennsylvania Spatial Data Access (PASDA), run by Penn State, hosts Monroe County’s parcel data as a map service, so anyone with GIS software can add it to their own maps. The Assessment Office also links a property search map that can select parcels, create buffers and export maps as PDF or image files. For most people the public viewer is enough, but those options save time on bigger projects.
Is the Monroe County GIS map accurate?
It is good for finding a parcel and its neighbors. For boundaries, it is approximate. Dense forest hides fences in aerial photos, and many vacation subdivisions from the 1960s and 1970s were drawn well before modern mapping. The recorded plan and a survey decide where a line is. See GIS versus a survey.
Monroe County acreage map: game lands and permission
Large parts of Monroe County are public land. State Game Lands, state parks such as Tobyhanna and Big Pocono, state forest, and the Delaware Water Gap National Recreation Area along the river all fall within it. Each has its own rules, so check the Pennsylvania Game Commission’s mapping tools and the managing agency before you hunt. For private land, use the viewer to find the owner and ask permission. The Game Commission also runs a Hunter Access program that opens some private land to public hunting, and its maps show enrolled properties.
Monroe County plat book
No current commercial plat book for Monroe County came up when we looked. Recorded deeds and subdivision plans at the Recorder of Deeds are the official source. The GIS viewer and the PASDA parcel data are the free current ownership maps.
Zoning, flood and taxes
Each township and borough in Monroe County sets its own zoning. Floodplain along Brodhead Creek, McMichael Creek and the Delaware River has flooded before, so check before you buy (flood zones explained). Real estate taxes are billed by local tax collectors for county, municipal and school district taxes.
Lake communities and association lots
Many Monroe County homes sit inside private lake or resort communities with their own roads, dues and rules. The parcel map shows individual lots, but the association’s common land, such as beaches, roads and greenbelts, is often held as separate parcels in the association’s name. Before you buy, click the land between your lot and the water. It may belong to the community rather than to you. The recorded subdivision plan and the association’s documents explain who owns and maintains what.
Who uses the viewer
Second-home buyers from New York and New Jersey check lake community lots and neighboring owners. Local contractors look up parcels before they bid, and hunters confirm where game lands end. Heirs figure out which old cabin lot is theirs. Community associations use it to map their members’ lots. The PIN connects the map to every office.

Frequently asked questions
What do the first two digits of a Monroe County PIN mean?
They are the municipality code. For example, 17 is Stroud Township and 18 is Stroudsburg Borough.
Are Monroe County plat maps public record?
Recorded subdivision plans and deeds at the Recorder of Deeds are public records.
Can I see property lines on Google Maps in the Poconos?
Google does not carry official parcel lines. The county viewer gives an outline, and the recorded subdivision plan or a new survey shows where the corners legally sit.
Who do I call to find my property lines in Monroe County?
A Pennsylvania professional land surveyor. The Recorder of Deeds and the county GIS office can provide records, but only a surveyor can set corners.

Not a survey. County GIS and tax parcel maps are assessment and planning layers. They are not a substitute for a recorded plat, deed, or licensed survey — especially for fences, setbacks, or boundary disputes.
