Geography in one breath
The Ohio River forms the western edge. Downtown Wheeling climbs from the waterfront; Elm Grove, Warwood, and Bethlehem fill the benches and hollows. Across the bridges you are suddenly in Belmont County, Ohio — different auditors, different GIS stacks, different tax IDs.
