A PA county map means Pennsylvania, not one county that happens to have those initials. Pennsylvania has 67 counties. Philadelphia is both a city and a county. The other counties run from the Delaware River to the Ohio line. A statewide outline shows those borders. It does not show lots.
Delaware County, next to Philadelphia, is one of those 67. It is not the state of Delaware. If you need that one county's parcels, search Delaware County. If you need the whole state, you are in the right article.
