Plat Map vs an As-Built Drawing
An as-built shows what was constructed. A plat shows the lots and easements as recorded.

Utilities and engineers revise drawings after construction so the pipes and pavement match the field. Those sheets live in permit or utility files.
On the recorded sheet
An as-built can reveal that a water line landed inside an easement, or that it did not. It does not move the lot line.
The mix-up to avoid
Ask the utility or building office for as-builts. Ask the recorder for the plat.
Find the county map
The county GIS map is the practical place to start. Find it from the Platbookmapper directory, then treat the recorded plat and deed as the documents behind the picture.
Not a survey. County GIS and tax parcel maps are assessment and planning layers. They are not a substitute for a recorded plat, deed, or licensed survey.
