Topographic Map vs Plat Map
A topographic map shows elevation. A plat map shows lots, easements, and rights of way.

Contour lines tell you slope and which way water wants to run. They do not tell you who owns the hill. The plat or the deed does.
On the recorded sheet
A site designer uses both: the plat for the legal limits, the topo for the grading.
The mix-up to avoid
A hill on an aerial is not a contour map, and neither one is a substitute for the recorded lot lines.
Find the county map
Open Platbookmapper and pick the county that taxes the land. Use that viewer to get the parcel ID, then match it to the recorded plat if you need the easements and lot numbers.
Not a survey. County GIS and tax parcel maps are assessment and planning layers. They are not a substitute for a recorded plat, deed, or licensed survey.
