What Is a Disturbed Monument?
A disturbed monument has been moved, bent, or knocked out of the position where it was set. It may still be near the corner, but its present spot is not automatically the corner. The plat should say if the surveyor treated it as disturbed.

What disturbance looks like in the notes
A note may say the pipe is bent, leaning, out of plumb, in a recent fill slope, or lying in a grader pile. It may say a corner post has been reset by a fence crew. Those are signs the object is no longer reliable as occupying the original point. A monument can also be disturbed without looking dramatic, if equipment dragged it along a trench. The word disturbed is the surveyor’s conclusion that the mark does not stand where it was established. Until that conclusion is made from evidence, a slightly leaning pipe is just a leaning pipe. You cannot declare it disturbed because it fails to match a phone GPS reading.
How a retracement treats it
A careful surveyor looks for accessories, record distances to undisturbed corners, and the story of the site. Sometimes the bottom of a bent rod still occupies the original point, and the lean is only in the top. Sometimes the whole mark has been dragged and should be rejected. The plat or the narrative should say which judgment was made. If the sheet is silent and you only have a bent pin in the field, you do not have that judgment yet. Do not straighten the pin. Straightening it destroys the evidence of the bend and can slide the bottom. Do not reset it on a new line you measured with a wheel.
What remains controlling
If the monument is rejected as disturbed, the corner is restored from the rest of the record and from undisturbed evidence, not from the place the bent iron happens to lie today. The restored position should be monumented and explained on a filed survey where the state requires filing. The tax map will keep drawing a parcel either way. It does not know the pin was dragged. For a fence or a building, wait for that survey. A disturbed mark is a reason to get help, not a reason to slide the fence to wherever the iron leans.

The mix-up to avoid
Straightening a bent rod and calling the new upright position the corner. You may have moved the only remaining evidence, and the upright rod is now in a place no survey ever set.

Is a buried monument disturbed?
Burial by leaves or a few inches of soil is normal. Disturbance means the mark has been moved from its established position. A surveyor can often find a sound monument under the sod without calling it disturbed. Digging it out with a shovel is how landowners create the disturbance.
If the fence crew reset the pin, is the fence the line?
A reset pin and a fence are occupation. They may match the deed or they may not. A fence is not the lot line just because it is straight. The recorded plat and a retracement say whether occupation and the record agree.
