What Is a Phase of a Subdivision
A phase is one recorded stage of a larger project, with its own plat.

Developers record Phase 1, then later phases, each with its own lots and sometimes its own easements. The marketing name can cover all of them.
On the recorded sheet
Each phase has its own book and page. A lot in Phase 2 is not on the Phase 1 sheet.
The mix-up to avoid
Amenities promised for a future phase are not on the ground until that plat, and the improvements, exist.
Find the county map
The county GIS map is the practical place to start. Find it from the Platbookmapper directory, then treat the recorded plat and deed as the documents behind the picture.
Not a survey. County GIS and tax parcel maps are assessment and planning layers. They are not a substitute for a recorded plat, deed, or licensed survey.
