Who Signs a Subdivision Plat
A subdivision plat is signed by the owner who dedicates the streets and by the surveyor who certifies the drawing, plus the local officials the ordinance names.

Mortgage holders often have to consent, because the plat affects land they have a lien on. The clerk signs or stamps at recording.

Missing a required signature is why a plat gets rejected at the counter. It is not a technicality you skip.
The mix-up to avoid
A developer's logo is not a signature. Look for the notarized certificates.
