A Wisconsin county map shows 72 counties. It is the right picture when you need to know whether land is in Dane, Milwaukee, Brown, or a rural county up north. It is the wrong picture when you need the parcel. Wisconsin towns and cities handle a lot of local government, but the tax parcel layer is still a county GIS product.
Lot lines on a county parcel viewer are the assessor's polygons. They are good for identifying the tax parcel and reading the parcel number. They are not iron pins in the ground.
