In 2 states the same county wins both ways: Rhode Island and Tennessee. Everywhere else, the most people live in a county that is smaller on the map.

In Alaska the entries are boroughs or census areas, and in Louisiana they are parishes. Virginia, Maryland, Missouri and Nevada also have independent cities, which can top the population column.

Connecticut is the one awkward fit. The 2020 Gazetteer still has its 8 historic counties, but since 2022 the Census Bureau has used Connecticut's 9 planning regions as its county equivalents, so the 2023 estimates are by planning region. So Connecticut's land-area winner is a historic county and its population winner is a planning region.

The District of Columbia is a single county equivalent, so it is not listed.

A few patterns

The West is huge. The largest county by area in each western state is bigger than some whole eastern states.
People concentrate. In 16 states the most populous county holds more than a quarter of the state's residents.
Same name, different place. Many states have counties with the same name, so check the state before you open a parcel map.
