An Ohio county map is the set of 88 county outlines, from Lucas and Cuyahoga in the north to Hamilton in the southwest. That outline tells you the county name. The lot lines inside it are a different map, usually kept by the county auditor or the county GIS office.

Ohio townships, cities, and villages sit inside those counties. A mailing address can use a city name while the parcel is taxed by the county around it. The auditor's parcel viewer is the map that carries the parcel number.
