Coconino County, Arizona GIS Parcel Map Guide

Coconino County is the second-largest county in the lower 48, but only a small share of it is private land. The county’s Parcel Viewer shows where that private land sits among forest, tribal and state trust ground.
The Parcel Viewer and its contact panel
The county’s Experience app opens with a how-to document link and a handy contact panel. It explains which office answers what: the Assessor for splits, taxation and addresses; Community Development for zoning, setbacks, building codes and occupancy certificates, RVs among them; and the Recorder for deeds and easements. A link lets you search recorded documents directly. That panel alone can save hours of phone tag.

A patchwork of owners
The Navajo Nation, Hopi Tribe, Havasupai and other tribal lands cover much of the north and east. The Coconino and Kaibab national forests surround Flagstaff and Williams. Grand Canyon National Park spans the middle. Arizona State Land Department trust land adds scattered sections. Private land clusters around towns and along old railroad checkerboard sections.
How to find property lines in Coconino County

- Given the stated offsets, never rely on the map for measurements.

Wildfire and flooding
Recent fires around Flagstaff burned forest above neighborhoods, and summer monsoon storms then sent floods and debris through areas like Doney Park and Timberline. Burn scars raise flood risk for years. Check flood maps and ask about past flooding.
Flagstaff’s snow and building
At about 7,000 feet, Flagstaff gets heavy snow, and building codes reflect snow loads. Rural homes rely on hauled water or deep wells in some areas.
RVs and rural lots
Many rural buyers want to live in an RV while building. Community Development handles those rules, as the contact panel notes.
Page, Lake Powell and the Arizona Strip
Page began in the 1950s as a camp for workers building Glen Canyon Dam, and it now serves visitors to Lake Powell and Horseshoe Bend. The surrounding land is mostly tribal or federal, so private parcels are concentrated in town. Across the Colorado River, Fredonia sits on the remote Arizona Strip near the Utah line, where services are far away. Tusayan, at the south entrance to Grand Canyon, is surrounded by national forest.
State trust land
The Arizona State Land Department manages trust land to raise money for schools and other beneficiaries. It leases the land for grazing and other uses, and sells parcels at public auction. A tract that looks like open country beside your lot may be trust land, which is not public land for camping or building. The viewer credits the state for that data.
Community area plans
Outside cities, Coconino County zoning applies, and several communities such as Doney Park, Kachina Village, Mountainaire and Parks have area plans guiding growth. Minimum lot sizes, setbacks and home businesses vary. Contact Community Development before splitting or building.
Arizona assessments
Arizona taxes property on a limited value whose growth is capped at five percent a year. Notices of value arrive early in the year, with appeal deadlines soon after. The Treasurer bills in two halves, with the first due in the fall and the second in spring.
The Sedona line
Sedona spans two counties. Uptown and Oak Creek Canyon are in Coconino, while West Sedona is in Yavapai. Check which county a lot is in before searching.
Hauled water and deep wells
East of Flagstaff and in the high country around Parks and Williams, groundwater can lie hundreds of feet down. Some owners haul water to a storage tank instead of drilling. Ask for well records or water hauling costs before buying rural land, and confirm whether an old well is registered with the state.
Williams and Route 66
Williams keeps a Route 66 downtown and serves as the departure point for the Grand Canyon Railway. Forest surrounds the town, and private land beyond city limits is limited. City zoning governs downtown lots.
Lot splits
The Assessor handles parcel splits and combinations for tax purposes, but a split for sale or building also needs county land division approval under Arizona law, which limits how many lots can be created without a subdivision plat. Ask both offices before dividing land, since a tax split alone does not create a legal buildable lot.
